Rada pro výzkum, vývoj a inovace – sluha politiků a lobbistů?
Rada vznikla v relativně „dávných dobách“, pod jménem „Rada vlády České republiky pro vědeckou činnost a vývoj technologií“ byla zřízena jako poradní orgán vlády zákonem č. 300/1992 Sb., o státní podpoře výzkumu a vývoje. Jejím úkolem od počátku bylo, zjednodušeně řečeno, vyjadřovat se k návrhům zákonů a dalších předpisů vztahujících se k vědecké činnosti a vývoji technologií, které jsou předkládány vládě, „mít dozor“ nad Grantovou agenturou a vypracovávat pro vládu návrh rozdělení finančních prostředků na podporu výzkumu a vývoje ze státního rozpočtu. Třetí ze zmíněných kompetencí se ukázala jako klíčová – žádná z dalších rad vlády tuto pravomoc nemá (viz http://www.vlada.cz/cz/pracovni-a-poradni-organy-vlady/default.htm).
Kritérii pro členství v Radě se zákon příliš podrobně nezabýval. Stanovoval pouze, že Rada má patnáct členů, z nichž nadpoloviční většina musí být jmenována z pracovníků zabývajících se vědeckou činností nebo vývojem technologií. Samotná procedura jmenování členů i jejich výběr byl zcela v rukou vlády. Radě nebyl zpočátku přisuzován nijak velký politický a mocenský význam. Důkazem je mimo jiné fakt, že jejím prvním předsedou byl jmenován relativně neznámý lokální pražský politik, vědecký pracovník tehdejšího Ústavu fyziky pevných látek ČSAV (a pozdější primátor Prahy) Jan Koukal. Prestiž Rady ovšem postupně rostla. Po odchodu Jana Koukala do funkce pražského primátora byl na místo předsedy Rady jmenován již člen vlády, ministr bez portfeje Igor Němec. Novela zákona (Zákon 1/1995 Sb.) změnila název na „Rada vlády ČR pro výzkum a vývoj“ a zároveň kodifikovala, že napříště už její předseda musí být členem vlády. Zatím však byla Rada stále považována za relativně nevýznamný orgán, jejímž předsedou se po volbách 1996 stal opět ministr bez portfeje Pavel Bratinka. Po kolapsu Klausovy vlády a jmenování úřednické vlády dočasného premiéra Tošovského se předsedou Rady stal ministr školství Jan Sokol.
Po předčasných volbách se status Rady zvýšil. Jejím předsedou byl jmenován místopředseda vlády Mertlík, kterého posléze vystřídal další místopředseda vlády Rychetský. Klíčovým pro posílení vlivu Rady bylo přijetí nového zákona č. 130/2002 Sb., o podpoře výzkumu a vývoje, který Radě přiznal další pravomoci. Podle zákona se významně posílila pozice Rady při vyjednávání o návrhu rozdělení veřejných peněz. Rada nejprve zašle správcům rozpočtových kapitol (tedy ministerstvům, Akademii a Grantové agentuře ČR) strukturu návrhu rozdělení výdajů státního rozpočtu na výzkum a vývoj. Ti podle ní zpracují konkrétní návrhy rozdělení výdajů ze státního rozpočtu a projednají ji s Radou v dohodovacím řízení. Výsledný návrh výdajů státního rozpočtu na výzkum a vývoj předloží vládě Rada. Rada získala ještě další nové pravomoci, mimo jiné navrhovat dlouhodobé směry a proporce rozvoje výzkumu a vývoje v České republice. Stojí za povšimnutí, že z nového zákona naopak zmizela podmínka, že většinu členů Rady musí tvořit pracovníci, kteří se zabývají výzkumem nebo vývojem. Místo toho se objevilo ustanovení, že jsou jmenováni z řad zástupců poskytovatelů finančních prostředků na výzkum, představitelů institucí zabývajících se výzkumem a vývojem a představitelů odborné veřejnosti, které navrhují fyzické osoby zabývající se výzkumem a vývojem. Napříště už zákon nezakazoval, aby byl členem Rady jmenován člověk s členstvím v orgánech Grantové agentury, ale naopak Grantovou agenturu přímo jmenoval jako jednu z institucí „zabývajících se výzkumem a vývojem“.
Se vzrůstající mocí Rady a zvětšujícím se objemem peněz na výzkum a vývoj, na něž měla Rada zásadní vliv, se zvětšoval i zájem politiků o ni. Již to dávno nebyl poradní orgán tvořený převážně vědci a výzkumníky, ale významný institucionální hráč s důležitou rolí při vyjednávání o rozdělení stále větších částek z veřejných prostředků. Od této chvíle už stáli v jejím čele jen politici z nejvýše postavených. V dobách sociálnědemokratických premiérů byli předsedy postupně místopředsedové vlády Mareš, Jahn a Havel. Vstup České republiky do Evropské unie a podíl Rady na rozhodování o rozdělení desítek miliard z evropských fondů přidal Radě na atraktivitě ještě více. Po volbách v roce 2006 už ji řídil sám předseda vlády Mirek Topolánek.
Složení Rady je v současné situaci již naprosto v rukou samotných politiků. Posuďte sami: předsedu jmenuje vláda na návrh předsedy vlády. Od roku 2006 předseda vlády navrhuje vládě ke schválení sám sebe a členové vlády ho do této funkce bez problémů schvalují. Členové Rady jsou posléze jmenováni na základě návrhu předsedy Rady (v praxi předsedy vlády) a schvaluje je opět vláda. Členové Rady přitom nemusejí být ve své většině nutně pracovníci vědy a výzkumu. Naopak, mohou to být představitelé odborné veřejnosti (kdo to je?), které navrhují fyzické osoby (?!) zabývající se výzkumem a vývojem (?). To znamená, že Rada může být prakticky složena jakkoliv. Přesněji řečeno, Rada může být složena tak, aby schválila návrhy, které by za normálních okolností nemohly být ve věcné diskusi obhájeny. Takových rozhodnutí udělala Rada v poslední době hned několik, včetně zavedení nesmyslné a stále se měnící Metodiky hodnocení výsledků výzkumu a vývoje, pověstného „kafemlejnku“, nebo návrhu na faktickou likvidaci Akademie věd.
Události posledních několika let naznačují, že přesně k tomu je Rada momentálně určena – udělat za politiky rozhodnutí s dalekosáhlými důsledky a dát jim možnost vyhnout se zdůvodňování smysluplnosti takových rozhodnutí. To my ne, to nám doporučuje Rada...

Proč to a proč takto? - Neuspořádané myšlenky, které musely ven
Také nejsem nadšen z "oslího můstku" mezi hodnocením VaV (tomu nerozumí ani mí zahraniční kolegové) a financováním VaV. Vazby (princip "peníze za výkon") jsou podle mého názoru logické, nedává už mi smysl scientometrický kotrmelec a paušalismus při našich reálných možnostech vědecké produkce či výkonnosti. vadí mi ovšem, že akademici a "teoretici" ze základního výzkumu téměř vše v reformě VaVaI zužují na financování (zde konkrétně rozpočet AV). Má hypotéza je, že mají strach si přiznat, že nejsou schopni či ochotni "soutěžit" o díl peněz na výzkum (v jejich řeči "na vědu"), protože to je jistá míra rizika a nejistoty. Dotyční protestující chtějí "dělat vědu" (univerzity se zase bojí, že by "měly dělat byznys"), ale já nevím co to je. Ve světě se dělá výzkum a vývoj (VaV, anglicky R&D = Research & Development). My jsme svým "děláním vědy" dospěli do stavu, který trefně popisují obě bílé knihy ve svých SWOT analýzách (pro mě jsou reformy VaVaI a terc. vzdělávání do značné míry neoddělitelné). Podstatná část analýzy (Zelená kniha) i Bílá kniha VaVaI je dle mého soudu pravdivá a poukazuje na nedostatečnost našeho výzkumu a vývoje i pravděpodobné příčiny, z čehož vyvozuje relevantní návrhy a opatření.
Navíc si myslím, že k problému (či současné situaci), jeho analýzám, vyhodnocování apod. přistupují účastníci nevědecky, ironicky, subjektivně a emocionálně, s mnoha metaforami a velkou nadsázkou. Kam se milí vědci poděly vědecké metody bádání a argumentace, kritických rešerší, objektivity, racionality a serióznosti ve zdůvodňování? Pikantní na tom také je, že AV "kuje" protesty, ale samotná AV připravovala jako "spolupodílník" podklady pro návrh reformy VaVaI, a to díky týmu pana Klusáčka na Technologickém centru AV, který je tvůrcem velmi zdařilé zmiňované Zelené a Bílé knihy VaVaI. Tak jaképak protesty a celý ten připitomněý humbuk kolem. Raději by se takto s vervou měli všichni zúčastnění pohotově a flexibilně vrhnout na výzkum, zapojovat se do projektů mezinárodní spolupráce apod. Tam je dotačních peněz jako "želez". Ale musí se o ně nepohodlně soutěžit (bohužel z velké míry i díky administrativě), a to ve světě, kde nevládne čeština, nejsou to prostředky jisté, vyžadují přímou konfrontaci se zahraničím (ve většině případů samozřejmě vyspělejším), spolupráci, transparentnost a další atributy, které určitě nejsou "mainstreamem" české vědy (ale v mnohém ani českého podnikání a podnikové praxe). Produkce různých požadavků, webových fór, nových stránek a P.R. článků je však asi snadnější než "dělat výzkum", který má užitek či efekt. Také je snadnější odsoudit aplikovaný výzkum, podnikatele, sdružení, inovace. (V tom čím se zabývám je to narušení "sociálního" a "vztahového kapitálu").
Ale aspoň vědci vyšli ze "svých nor" na světlo boží. A z jakých pěněz necháváte tvořit letáky, weby, transparenty, oslí uši apod.? Na to se finance najdou? Jak to najednou zúčastnění vědci dokáží? Takovou tvořivost a vynalézavost je třeba napřímit žádoucím směrem. Jo, "věda žije", ale stále skomírá výzkum a vývoj. Z různých dřívějších průzkumů vyplývá, že "vědec" je povolání, které se těší u veřejnosti úctě a prestiži. Takovéto "výkřiky", požadavky, protesty apod. asi mohou napomoci posílení "občanské společnosti", ne však dalšímu růstu kredibility tohoto povolání. Toto "skuhrání", kterého jsme ve virtuálním i reálném prostoru svědky není popularizace vědy. To je další škodlivé oddělování jednotlivých prvků "triády" (Triple Helix) veřejné, akademické/univerzitní a podniketelské sféry. Veřejná sféra (politika) dělá chybu díky nekoncepčnímu přístupu, který se ovšem reformy snaží (doufám, že jim není konec) postupně měnit, a to v situaci limitních zdrojů. Akademická/univerzitní sféra dělá chybu, protože se bojí změn, dynamiky, soutěže, konkurence a "nejistoty", neumí najít společnou řeč s ostatními dvěma sférami. No a podnikatelská sféra (určitě není bez poskvrny) a občané/zaměstnanci (ze všech tří sfér triády) to všechno dokola platí a platí ze svých daní (a možná proto už "národem oslů" jsme). Takže se domnívám, že zkrácení rozpočtu AV vědu nezničí a národ oslů (viz. protest 31.8.2009 z nás neudělá.

Ke "společenským vědám" (konkrétně ekonomie/management) jsem přišel po dlouhých letech podnikání, poradenství a denního kontaktu s průmyslovou a podnikatelskou (aplikační) praxí. Když se z vědce stane podnikatel díky využítí výsledků výzkumu, je to pojmenováno jako "spin-off". Když se z podnikatele chce stát vědec (jako se o to pokouším já), je to asi spíše bláznovství či naivita

No, musim priznat, ze takove blaboly jsem uz dlouho necetl. Nemam cas ani chut se zabyvat vasimi asi opravdu neuspořádanymi myšlenkami, z nichz nenavist, zast a zapsklost bohuzel jenom kape. Nicmene jen jednu drobnou poznamku. Material na osli usi stal asi 900 korun, ktere jsme mezi sebou vybrali. No a vyrobe jsem venoval celou sobotu a nedeli. Bylo to casove i vytvarne narocne. Presto vam mohu jedny usi venovat, urcite by vam slusely...

narazil jsem na Váš komentář a musím na něj reagovat, třebaže nejsem oprávněn se vyjadřovat za iniciativu "Věda žije". Musím se přiznat, že nerozumím příliš tomu oč Vám jde. Vaše ekonomická hantýrka je totiž příliš vzdálena normálnímu vyjadřování.
Kde jste přišel na to, že "lidé z AV mají strach si přiznat, že nejsou schopni či ochotni "soutěžit" o díl peněz na výzkum (v jejich řeči "na vědu"), protože to je jistá míra rizika a nejistoty"? Víte o tom, že my se permanentně vystavujeme soutěži ve světovém měřítku a že jsme podrobeni permanentnímu hodnocení za výsledky naší práce, které také zhodnocuje naši pozici v tomto světovém soutěžení?
Víte něco o tom, že se tu má šáhnout zejména na peníze zajišťující chod našich institucí - náklady na energie, na nákup literatury do knihoven (které většinou slouží široké veřejnosti - nejen AV), na údržbu budov, na přístup k internetu a do základních vědeckých databází, na výuku na universitách a výchovu doktorandů, které se věnujeme prakticky zadarmo a jenom z vlastenectví a z vlastního sobectví, protože si myslíme, že to tak má být ? Toto vše ve Zlíně dostáváte mimo podporu na vědu !!
Myslíte, že je možné aby někdo dělal pokladního v samoobsluze a když se mu zadaří tak se třeba 3 roky bavil jako vědec a pak zase šel k pokladně? Toto by možná bylo možné v ekonomii, v žádném případě ne v matematice. Víte Vy vůbec, jak dlouho trvá např. matematikovi než se vypracuje do úrovně, kdy může publikovat své příspěvky ve světově uznávaných časopisech? (A jak brzy může zase ztratit kontakt se světovou úrovní?)

Vy si opravdu myslíte, že by v AV mohl existovat někdo, kdo několik let nic pořádného nedokázal? Toto dělají lidé z nezbytnosti a ovšemže současně se svým výzkumem.
Nakonec, ač je to pro Vás asi nepochopitelné, musím Vás ujistit, že na "letáky, weby, transparenty, oslí uši apod."
nejde ani koruna z rozpočtu AV a tedy ani z peněz pracujícího lidu (pardon, z peněz daňových poplatníků). Toto je jen a pouze financováno ze sbírek pořádaných na ústavech AV, do kterých přispívají zaměstnanci AV ze svých vlastních peněz.
